On the afternoon of October 15, 2022, the first second session of the Standing Committee of the Sichuan Bioinformatics Society (hereinafter referred to as "the Society") was convened at the Chengdu Frontier Medical Center, Xinchuan Road, High-tech Zone, Chengdu City. The meeting was attended by all 10 standing committee members as required, with an additional 11 people in attendance, meeting the requirements of the Society's constitution. The meeting was presided over by the Deputy Secretary-General of the Society, Feng Weizhe. 

    Shen Bairong, the Chairman of the Society, first expressed his sincere gratitude to all the standing committee members and member units for their continuous support for the Society's work. He mentioned that the future development of the Society should be closely integrated with life and digital health, keeping pace with the times, and governing the Society according to laws and regulations to bring the Society's work to a new level. Deputy Secretary-General Feng Weizhe represented the Society's secretariat to make a work report for the third quarter of 2022. The report summarized and reported on the organizational structure and division of labor adjustments of the Society's secretariat, the academic activities of various branches, the implementation of continuing education projects and training courses, and external cooperation. It also clarified the focus of the Society's work in the next stage: actively carry out talent training work, hold new training courses and continuing education projects; prepare for the end-of-year Translational Medical Informatics Conference; and actively promote the informatization reform of the Society's management system.

    After the work report, Dr. Zeng Guojun, Deputy Director of the Vascular Surgery Department of West China Hospital, Sichuan University, President of Leshan People's Hospital, and Deputy Director of the Sichuan Medical Association Medical Information Committee, made a keynote speech on "New Era Digital Health and Society Management", focusing on the latest progress of the Society's management system informatization reform. After the keynote speech, Zhou Zhen, General Manager of China Electronics Data Services Co., Ltd. and Vice Chairman of the Society, pointed out that since its establishment in 2019, the Society has made great progress. In the future, it is necessary to actively implement the concept of "data" as a new factor of production and the theme of the Society's development, while strengthening the publicity work of the Society and attracting more high-quality talents.

    In addition, after serious discussion by all standing committee members, the meeting reviewed and in principle approved the following items: 1. The Sichuan Bioinformatics Society Branch Management Measures (Draft); 2. The Sichuan Bioinformatics Society Group Standard Management Measures (Trial Version); 3. The proposal to revise some contents of Chapter 4 of the "Sichuan Bioinformatics Society Constitution". The main revisions to the Constitution are about the way of appointment, conditions for tenure, and scope of authority of the Chairman, Vice Chairman, and Secretary-General: the Secretary-General, Deputy Secretary-General, and heads of various branches can be appointed and dismissed by the Council (Standing Committee); the Chairman and Vice Chairman should have senior professional and technical titles (or corresponding positions) in principle, and the Secretary-General should have deputy senior or above professional and technical titles (or corresponding positions). The above contents will be further supplemented and revised based on the opinions of most of the standing committee members, and will be announced separately.

    At the same time, the meeting also reviewed and approved the following personnel changes: 1. Agreed to Li Jiatang from the Chengdu Institute of Biology, Chinese Academy of Sciences to resign from the position of standing committee member of the first Council of the Sichuan Bioinformatics Society due to work reasons, and Jiang Haibo from the Chengdu Institute of Biology, Chinese Academy of Sciences will take over; 2. After a vote by all standing committee members present, it was unanimously decided to add Zeng Guojun and Jiang Haibo as standing committee members of the first Council of the Sichuan Bioinformatics Society, with Zeng Guojun serving as Secretary-General and Shi Zheng as Deputy Secretary-General. The above proposals and suggestions will be submitted to the third Council meeting for approval after being reviewed by this session of the Standing Committee.

    Subsequently, the meeting listened to the suggestions of all standing committee members on the development of the Society. Everyone unanimously believed that the Society should continue to strengthen talent training, publicity and promotion, and system improvement in the future; actively add internal outstanding members and outstanding results selection and other activities that can reflect the value and achievements of the Society's work; make full use of the characteristics of Sichuan resources to carry out characteristic research; enhance the brand effect of the Society and improve the discourse power, set the industry benchmark, drive the development of bioinformatics in the province, and at the same time promote the bioinformatics talents in the province to the whole country. Finally, Vice Chairman Huang Jian made a summary speech, mentioning that one of the main tasks of the Society is to do a good job in development and service for members and member units, so we must continue to strive to improve the service level and improve the way of service. At the same time, the Society should also continue to build a better platform for young scientific and technological workers.
